Investment in Human Resources in Libya and its Role in Achieving Development: Between the Real Vision for Youth Investment and the Reality of Neglect

(A Field Study on Employees of the Job Sector in the Municipality of Bani Walid)

Abstract

This study aimed to measure investment in human capital and its role in achieving development between the real vision of youth investment and the reality of neglect. A field study on the employees of the job sector in the municipality of Bani Walid, this study adopted the analytical descriptive approach. This was applied to a random, irregular sample of employees in the job sector of the municipality of Bani Walid, totaling 100 individuals (males and females). One hundred questionnaires were distributed to the study sample, and 100 were returned, resulting in a 100% participation rate, making them suitable for statistical analysis. The study concluded that the majority of the sample members had a university education level (64.0%). 83.0% of the sample confirmed that the sector they work in does not hold competitions for selecting employees. It also became clear to the researcher that 70.0% of the sample confirmed that the functional sectors do not have a clear idea about investment in human capital, and 77.0% confirmed that the functional sectors do not provide internet service to employees for acquiring job-related knowledge.
